Ellen "Nellie" Jemima or Jamin M. Hulse was born to Squire Lee Hulse (1850-1930) and Margaret Sofinee Garin (1850 - 1925) in Ion, Allamakee, Iowa.

On August 13, 1891, Nellie married Ralph Edward Blackwell in Prairie du Chien, Crawford, Wisconsin. They lived in Allamakee and on a farm that straddled Allamakee and Clayton counties and overlooked the Mississippi River. Nellie and Ralph had the following children:

- Margaret A. (Blackwell) Luce b. Sept 13 1901 d. May 16 1998
- Ralph Edward Blackwell, jr. b. Jan 11 1906 Taylor Township, Allamakee, Iowa d. Nov 13 2003 Cedar Rapids, Linn, Iowa
