James O. Babcock, 72, a former resident and retired Foreign Service officer, died of cancer Oct. 17 at his home in Sequim, Wash.

Mr. Babcock served as an attache in the U.S. Embassy in Athens during the late 1940s. He directed foreign aid programs in Paraguay and Liberia, and was a foreign aid inspector in Southeast Asia before retiring and moving to Sequim in 1961.

He was born in New Hampton, Iowa, earned a bachelor's degree at Cornell College in Iowa and a master's degree at the University of Iowa.

Mr. Babcock moved here in 1934, and worked for the Agriculture Department and the Civil Service Commission. He served with the Army in Europe during World War II.

He was a member of the Veterans of Foreign Wars, the Masons, and the Elks.

Survivors include his wife, Mary W., of the home; a son, James H., of McLean; a sister, Ruth B. Willetts, of Phoenix, and two grandchildren.
