The LDS family history library has printed indexes for naturalization records found probably in the District Court in Waterloo. According to the 1900 census Mr. Becker entered the US in 1888 so it is likely that he declared his intention to be a citizen after a brief residence here. The Declaration of intent is the record you may want as it may name his home town. Also check "Germans to America' for 1888 as It may have info on him and traveling companions that could be relatives.
