John M. "Barney" Barnard, 89, passed away Sunday, May 16, 2010, in Tallahassee, Fla. Funeral services will be held at 10 a.m. Wednesday, May 26, at Nazareth Lutheran Church, Armstrong, preceded by an hour of visitation. Pastor Vance Toivonen will officiate. Burial will be in Armstrong Grove Cemetery.

Born in Cedar Falls, he was the son of Harley R. and Mary Thompson Barnard. He was a lifelong Lutheran and a retired lieutenant colonel in the U.S. Army. Mr. Barnard graduated from the University of Northern Iowa with a degree in Business Education and received his MBA from the University of Chicago School of Business.

Having lived in various places throughout the world, he settled in Davenport for a number of years. After retiring from military service, he served as the director of finance for the city of Davenport and as director of the Eastern Iowa Crime Commission. He also was the owner of Personal Management Services of Davenport and was head of the Scott Community College Business Department.

He retired to Orlando, Fla., in 1982 and moved to New Port Richey, Fla., in the mid 1990s. One of his greatest joys was vacationing at Lake Okoboji and fishing for bullheads at Tuttle Lake.

Mr. Barnard is survived by his wife of 63 years, Berniece M. Braland Barnard; a son, John Steven Barnard and his wife Christine of Colorado; two daughters, Debra Elizabeth Barnard of New York and Cynthia Barnard Sanz and her husband Ken of Florida; a brother, Francis Barnard of Oregon; a sister, Fern Rhey of Iowa; and four grandchildren, Matthew, Jared and Martin Barnard and Emma Sanz.
