Birth Record for Ernest Treat Weaver

Hi -
I had submitted a request to the people in Vinton, IA for a birth record for my grandfather Ernest Treat Weaver born April 7, 1887 in Norway, IA. They sent my check back and said they have no records - even though they do have records for 1887. I'm stuck. I would like to verify that his parents were Charles F. Weaver and Leah Lichty and that he was actually born in Norway. I have found records for 4 other brothers elsewhere but nothing about Ernest. Any help would be appreciated.
