I don't have or know of a plot map for St. Mary's (Hanover) cemetery. Also don't know why your g-grandmother doesn't appear on the Woodmansee burials for that cemetery.  There are two Bridget Stacks shown in different cemeteries per the Woodmansee book: 

-Bridget, died 1865, w/o James Stack in St. Mary's (Lycurgus) cemetery
-Bridget, died 1894, in Mt. Olivet cemetery (near Waukon). 

I see that on the St. Mary's Hanover page (where your photos are) that your g-g Bridget died in childbirth in 1894, so I'm wondering if the Woodmansee listing showing burial in Mt. Olivet is incorrect & that she's actually buried in the St. Mary's cemetery where your brother found her grave so many years ago.  
 
Another idea is to call one of the Catholic churches in Waukon & vicinity and ask if they know where sexton records are kept for the Hanover cemetery.  The most recent addresses & phone numbers I have are on this page:  http://iagenweb.org/allamakee/local.htm#churches

Generally sexton records give lot & grave numbers and possibly a map.
