Phyllis,
The source for those early marriages is at the top of the page in the notes. As indicated by Jan Miller, she transcribed the marriages from the Marriage Index located at the Allamakee Co. Courthouse in Waukon. If you contact the courthouse, I'm sure they will put you in touch with the department that can help you … hopefully providing you a copy of the record on page 31.

FamilySearch.org website also has the record, but only a transcription. A notation on the site says the actual record can be viewed on microfilm at a Family History Center or a FamilySearch affiliated library.
