Kelly - from Allamakee Co. to Emmetsburg, IA

GGG father Edward William Kelly appears to have lived in Allamakee Co. with his family in 1863 (per Civil War draft registration) he then moved his family to Emmetsburg, IA where he remained.

I am trying to determine if he had family in Allamakee Co. such as brothers/sisters/parents. I can’t make a connection yet.

On the Allamakee Co. Gen website I found a historical document that mentions “2 Kelly brothers move to Emmetsburg,IA” no first names or family info provided.
