I don't recognize anyone so it I don't think it's a Whalen or Regan. But this belonged to a woman whose paternal line includes the surnames Welch, Lyones, and Lycett. Her husband's ancestors include the names Rooney, McGeough, Ryson, Cosgrove.

There are some nice portraits in the City Club in Waukon in which two of the men, I think, appear. The man on the lower left is Danny Quinn. That ID seems solid. The one on the right is still unknown. And the one in back looks like Pat Tierney from the group photo. This photo appears to be a bit earlier than the group photo. (a link to the group photo is below)Danny Quinn was born in 1875, son of William Quinn and Margaret Welch. He married a Margaret McCafferty whose first husband was Cornelius Sullivan. While I haven't connected Margaret to Peter Welch, ancestor of the woman who had this photo, they all were neighbors in the 1870 census.
Pat Tierney, if it's him, was the son of Charles Tierney and Anna Keegan. It appears that he never married.
