Birth certificates don't exist in Allamakee county until mid-1880's & until the 1920's are incomplete. Church's kept records of some births/baptisms but they are not readily available to all researchers unless they've been microfilmed. Occasionally births were mentioned in early newspapers, but for 1858 it is highly unlikely. I believe the 1860 census would be your best resource to find Samual & his parents. Rossville (not Roseville) is in Jefferson twp. very close to the Paint Creek twp. boundry. Have you checked this census or do you need a look-up?
