I thought I'd give a look-see to the census records. You've probably found these, but in case not ....

.... on the 1860 census, Lansing, is Louisa Blackmore, age 16, living with her parents William, age 41 and Maria, age 44; and sisters Elizabeth & Georgianna, all b. England. Same census, in Ludlow twp. are James Logan, age 46; his wife Jane, age 54; both b. Scotland; and their children James, age 21, & his siblings William, 19, Louisa, 14 & Agnis, 10 - all born in N.Y.

In Lansing on the 1870 census there is James Logan, age 66, b. Scotland, plasterer; Jane, 64, b. Scotland (presumeably his wife) and a young female Belle, age 7, b. Iowa ... Isabella and her paternal grandparents? It seems rather unlikely that Belle would be the child of this couple. The Allamakee co. burial records show that James & Jane Logan both died in 1878, and are buried in New Albin.

On the 1880 census, Lansing, 17 y/o Belle Logan is a servant in the household of Jacob & Annie Klerndist in Lansing. Right next door is Maria Blackmore, age 66, b. England. This seems like too much of a coincidence to me, for this to not be your Isabella & her maternal grandmother.

Something seems to have happened to both of Isabella's parents (James Logan & Louisa Blackmore) during the 1860's. Most likely they died, rather than left her and moved somewhere else. This is probably why you can't find James & Louisa with Isabella in the census records.

If my opinion is correct, then you need to be looking for evidence of their deaths. I can't find either in the burial records on the Allamakee co. website, only Isabella's grandparents.
