Robert Waters was born at Arklon {Arklow}, Wicklow County, Ireland, May 15, 1821. He emigrated to America in 1849 and resided in Pennsylvania for a short time. In Jan. 1856, he came to Dubuque, and on Feb. 2nd, of the same year, he settled on the farm about three miles southeast of Frankville, on which he has since resided, a period of 55 years, and where he fell asleep Tuesday Jan. 24, 1911. In October, 1853, he was married to Miss Sarah McCann, who on June 24, 1894, passed to the better land. To them were born five children all of whom survive him. Mrs. Elizabeth Breese of Talent, Oregon; Mrs. Mary Ella Livingood of Myron, Iowa; George A. of McIntire, Iowa; Robert Herbert of Frankville, and Mrs. Rosetta Merrick of Merced, California. Of his children the four youngest were at this bedside during his last illness. In he youth he joined the Episcopalian church but in the early sixties he transferred his membership to the Presbyterian church of Frankville, of which he had been a consistent member and attendant until his death. The first day of the New Year 1911 was the last time he attended service in the church he so dearly loved and where his funeral occurred Thursday forenoon, Jan. 16. Rev. Zigler officiating. The remains were laid to rest in the adjoining cemetery beside his wife. The sympathy of the community is extended the sorrowing loved ones.

was published in, I would assume that it was in the Postville paper - maybe the Waukon

Robert Waters, Sr., an old and highly respected, resident of the Frankville vicinity, passed to his reward on Tuesday(January 24, 1911) after a brief illness from bronchial pneumonia., He was within a few months of ninety years of age:
