Michelle, Some sources for US census records have been reviewed and most of these suggest Anthony was born in Pennsylvania. Of course it is possible that your ancestor is not the same person.

A principle of family history research that may be applied here is to begin with the most recent events first. I would seek a death record or biographical sketch in Pennsylvania and then work backwards. Depending on the informant that may be the best information you would have to begin with. Adair county is full of a large clan9s) of Garretts but that would be a start. There are no birth records as early as 1866-67 in Iowa.
