Incorporation of Harper

NOTICE OF INCORPORATION

TO ALL WHOM IT MAY CONCERN: 

Whereas at the October term 1879 of the Circuit Court of the State of Iowa in and for the County of Keokuk in the matter of the Incorporation of the Town of Harper Commissioners were appointed to hold an Election to determine whether the Territory Embraced within the limits of the plat filed with the papers in Said Matter should be incorporated or not 

and Whereas the Said commissioners so appointed by Said Court did call a Special Election of the qualified Electors of the Town of Harper, Keokuk County, State of Iowa, to be held on the 17th day of November, A. D. 1879 to vote for or against the Said incorporation and 

Whereas the Said commissioners so appointed as aforesaid having filed in my office return from the Election So called and held as aforesaid the results as shown by the Said return is that the majority of the votes cast were for Incorporation. In pursuance of the Statute in such cases made and provided I, Joe C. Richardson, Clerk of Said Court do hereby declare the Said Election was in favor of the incorporation of the Said Town of Harper and that Said incorporation belongs to that class of Incorporations designated under the Statutes of the State as Incorporated Town. In Testimony whereof I have hereunto Set my hand and affixed the Seal of Said Court at Sigourney in Said County this 21st day of November A. D. 1879.

AFFIDAVIT OF PUBLICATION

State of Iowa Keokuk County - I, W. R. Hollingsworth being duly sworn according to law on my oath Say I am publisher of the Sigourney Review a Weekly Newspaper published in Sigourney Said County and that the notice a copy of which is hereto attached was published in Said paper for Three consecutive weeks the first of Said publication being on the 26 day of November A. D. 1879 and the last of Said publication being the 10 day of December A. D. 1879.

We, C. M. Hurless, Robt. Renfrew and J. E. Evans do Solemnly swear that we will impartially and to the best of our knowledge and ability perform the duties of the Election and will Studiously Endeavor to prevent fraud, deceit or abuse in conducting the same.

NOTICE
SPECIAL ELECTION
 
The qualified Electors of the Town of Harper, Keokuk County, Iowa are hereby notified that on the 17th day of November A. D. 1879, there will be an Election held at the Office of P. Hartman for the Incorporation of Said Town of Harper, a plat of Said Town is now on file in the Office of the Clerk of the Circuit Court and made a part of this notice.

By Order of the Commissioners
Dated October 25, 1879

Polls open from 9 a. m. till 6 p. m.

At a Special Election holden at the Office of Peter Hartman in Harper, Lafayette Township, Keokuk County, State of Iowa on the 17th day of November A. D. 1879 for the Incorporation of Said Town of Harper there were Forty-Six Ballots cast. For the Incorporation Twenty-Five votes, against Incorporation Twenty One.

Sole Judge of Said Court in and for the Sixth Judicial District of Said State presiding on the 8 day of Said Term it being the 13th day of October 1879 among others the following proceedings were had done and entered of Record to wit:

In the matter of the Incorporation of the Town of Harper No. 1754 And now this cause coming on for hearing trile is had to Court and J. F. Richardson, Robert Renfrew and Peter Hartman, Wm. Keeley and C. M. Hurless are by the Court appointed to call and hold an Election as provided in Sec. No. 422 of the Code of 1873

State of Iowa, Keokuk County - I, Joe C. Richardson, Clerk of the Court aforesaid do hereby Keokuk County ) certify the foregoing to be a full true correct and complete copy of the Entry of Record and all the original papers in the above Entitled cause as rendered by said Circuit Court at the October Term A. D. 1879 as full True correct and complete as the same remain of record in my office.

In Testimony whereof I hereby set my hand and affix the Seal of Said Circuit Court this 3rd day of January A. D. 1880.
