Unknown Uniform

The Jackson County Museum in Maquoketa, Iowa has this uniform on display,  but no one seems to know what kind of uniform it is. It was thought to be a 4-H uniform, but someone said it is not. Someone else thought it was Mariner Girl Scout uniform, but a search on the web indicates that Mariner Girl Scout uniforms look different than this. Does anyone have any idea what kind of uniform this is? It has what appears to be naval enlisted rank on the right sleeve and a service stripe and something else on the left sleeve. green sailor uniform dress with black tie
This sailor dress is made from a heavy green woven fabric with white trim and a black tie. A small white medallion or flower shape is sewn to the dress directly under the tie at the neck. The dress has a traditional sailor collar and there is a white star on each corner of the collar.
  naval type enlisted rank on right sleeve
The rank on the right sleeve looks like a traditional naval rank for enlisted personal, but it is all in white. A capital E is sewn below that on a separate patch.
service stripe and unknown patch on left sleeve
The left sleeve appears to have a long service stripe and a patch of unknown meaning. All of the insignia sewn to the uniform are sewn on by hand and a decorative stitch has been used.
