According to sources, C.T. Bates was Charle's brother:

Chauncey Thompson Bates, born November 4, 1869 in Monticello. He married March 1, 1893 to Frances Marion Herrick, born May 16, 1875 in Monticello. They moved to Stamford, Jackson Co., SD where he was on the state legislator between 1921-1924 and 1937-1938. By 1943 he was in Canton, Lincoln Co., SD according to land plats. Must have moved first to Jones Co., SD by 1914 as land patents were granted to him between 1914-1919 there.

John and Helen mentioned purchasing the lots is their parents - John Bates (1833-1912) and Helen J. Thompson (1838-1916).

As for "sons" John and Andrew... that may go with the neighboring graves as I don't see mention of these names for any of the above unions so far.
