Hello cousin,
My 3rd great grandfather was Harry Starks and I am descended from another unrelated Scott family that lived briefly in Monticello before moving to Emmetsburg, Ia. I copied a little information of your Scott and Jeffers families, but am afraid I can't offer any additional information for you.
