CAPT. PHINNEY IS MADE LIEUTENANT COLONEL
The many friends of Captain Phinney, commandant at S.U.I. from 1914 to 1916 will be delighted to learn of his promotion which has come to him since he left Iowa City for Mexican border service. When he left this country last spring he left with the rank of major to a special school near Paris at Langres. as a lieutenant colonel he participated in the great Chateau Thierry drive which began at midnight on July 18. He is now with the 90th regiment composed of Texas and Oklahoma troops which is in the St. Miguel-Argonne salient.

On page 79 of the September Outlook is an unsigned letter he wrote to his little son on a recent birthday in which he writes interestingly of universal military training.

Mrs. Phinney and the two children are at Corpus Christie, Texas.
