Robert Harter Spiegel, son of Mr. and Mrs. Harvey H. Spiegel, 1703 West Third street, has been promoted to the rank of second lieutenant and assigned to duty with the army transportation corps installation at the San Francisco, Cal., port of embarkation, according to word received here. Lieutenant Spiegel is an alumnus of Drake University, Des Moines.
