The Bee unsheathed its stinger once again this year. This time Mayor Heck was the recipient of barbs from his former junior editor. The controversy began when W. E. Cornell resigned his seat on the council following disagreement with the mayor over adjusting the street-oiling assessment of disgruntled taxpayers. Matt Rodenkirch was appointed to the vacancy. A few weeks later, Charles Ginapp rendered his resignation after a controversy about spending city funds to improve private property. H. O. Holley accepted the vacated position. Councilman Johnson charged marshal Swehla with conduct unbecoming an officer following an incident at the Johnson residenee. The officer attempted to arrest Harry Johnson when he refused to pay Swehla a sum of money demanded for damages suffered in an auto crash involving Harry's father and two young men from Fayette county. Harry ordered the marshal off the Johnson property and he left without completing the arrest. Harry Collins and Jacob Svensvold won an appeal in district court. They had petitioned that a sentence of $100 fine, or 30 days in jail, imposed by the mayor for the charge of intoxication, was excessive. The court agreed, and assessed the costs of the appeal against the town of Ossian.

These incidents, and possibly unrecorded events, caused editor Schmitz to write a steaming editorial. He suggests that Mayor Heck resign his office, "...we will prove beyond...doubt that he (Heck) is the most monumental failure who ever held the mayor's office in Ossian; we will show conclusively...that irregularities and illegalities in the conduct of the office outnumber by far the things he has done regularly and legally...; we will establish by competent testimony that he is wanting in leadership, in legal qualifications and fitness to conduct the office ...; we will make evident that...he is using his office to spite those who 'sat' on him for the past 15 years; and we will give reasons aplenty why he should resign forthwith or be removed from office."

"The mayor, who is imperfect(ly) acquainted with the duties of his office, swells up with conscious superiority, always endeavoring to play the master and rule with insolence, as if he meant to bluster the populace into a perfect obedience to his tyrannical commands. But nobody is taking him seriously, knowing that his knowledge of things legal is very shallow."

THE PHANTOM OF MECHANIC STREET

The first reference to this fascinating story appeared in a 1924 edition of the Bee. "A mysterious person was again prowling the town last Sunday night. The apparition was said to mysteriously appear at several locations—moving from one place to another with unbelievable speed. He, she, (or it) was dressed in a white waist, black skirt, long white hose and (wore) a veil. The marshal was reported to have been within arms length, but feared to (seize) the strangely garbed creature because of its immense size.. By the time he had obtained assistance, the phantom had vanished.

The fleetness of this individual leads to the speculation that more than one person may be involved. It seems impossible that he could appear (in) so many places almost at once. One witness, a young man, said that he would cross lots,
