ORDINANCES
After the first town council meeting in 1874,
the first duties to take place, was setting up city
ordinances. Some
of the old and interesting ordinances of the early
years were:
Ordinance against dead putrid, decaying
carcasses, flesh, fish or vegetables, manure
eutrals, offals or other substances, filth, filthy
water or slop, privies, markets, cellar store kept
clean $10.00 fine
No Slaughter House or pen inside town limits.
Chimneys and flues within town built of 4”
burned whole brick.
Also stove pipes 2” from wood, surrounded
fire proof material.
Chimneys were examined by Marshal 1st
day of October to the 1st of December
each year (included flues, hearths, ovens, stove
pipes, fixed boilers and all buildings in town. Ashes,
shavings, etc., removed from premises to prevent
fire.”
Ordinance against Sunday sell – any kinds of
goods, wares, merchandise, wines, malt or spirituous
liquors, native wine or beer – or shall open any
store, grocery, recess room, 9 or 10 pin alley,
apartment, billiard saloon, or shop or shop for sale
of malt or liquors, or allow any person to
congregate therein on the Sabbath day for purchase,
or any other purpose, or any game of cards, dice or
games by which money won or lost. Exempt
from this law were druggist to sell medicine,
dealers in milk, bread, ice or meat sell if
necessary only.
Ordinance against any person riding or
driving immoderately or fast any horse or other
animal or attached to any carriage or vehicle of any
description subject to fine.
Shall not leave standing without securely
hitching any horse, mule or team. Subject to
fine if hitched to any fence, fruit, ornamental or
shade tree, shrub, lamp post inside town limits.
No person shall draw or leave any carriage,
wagon, cart, sleigh or other vehicle with or without
horses to obstruct sidewalks.
Any railway owning and operating train within
town limits shall not exceed speed of 10 miles an
hour. Train
shall not obstruct or block any highway.
Ordinance on License – Resident Auctioneers,
Billiard table keepers, bowling alley, bagatelle
table keepers, saloon keepers, resident peddlars,
non-resident or transient peddlars, circuses and
menageries owners or managers of circus and
menageries, traveling exhibitors of legerdemain wax
figures, paintings and statuary. Theatrical
plays and any person giving public entertainment,
lectures or exhibition of any kind; non-resident
coming in town with goods or Chattels to sell at
public auction; Proprietors of gift enterprises –
shooting or target gallaries. No sale of
cigars, cigarettes or tobacco to minors under 16
years of age.
Ordinance prohibiting to run at large –
swine, bull, jackass, (horse, mule steer, cow or ox)
during December, January and February (Stock
impounded) to be sold by the Marshal.
No boy or girl under age of 18 to be in, upon
or along any public street, alley or public grounds
after 9 p.m. during April, May June, July, August,
September of any year and 8 p.m. during October,
November, December, January, February and March.
Snow or ice left on sidewalks for 8 hours of
daylight, be fined 1 cent per foot against property
owners if removed by street commissioner.
No dogs, chickens or pet rabbits to run at
large.
Cows may be allowed to run at large from 4
p.m. until 6 p.m. of each day.
1910 Ordinance speed and manner operating
motor vehicle (Have number displayed, assigned by
Sec. of State; registered in name of owner;) no
speed greater than is reasonable and proper, having
regard to traffic and use of highway or to endanger
persons, 1 mile per 6 minutes in closely built
portion of the town and elsewhere in town 1 miles
per 4 minutes.
If a person riding or driving horse or other
draft or domestic animal raised his hand as a
signal, you immediately bring vehicle to a stop. If
traveling in opposite direction remain stationery to
allow horse or animal to pass. Every
motor vehicle on high be provided with good and
efficient brakes, and suitable bell, horn or other
signal. Exhibit
one of more lamps showing white lights visible
within reasonable distance, red light in the reverse
drive from one (1) hour after sunset to one (1) hour
before sunrise.
