October 8, 1864, the town of Washington completed its organization and went into operation by the following persons being sworn into the respective offices, to-wit: Ralph Dewy, mayor; L. F. Sherman, recorder;

Jan 3, 1865 the following officers were elected by the council: Joseph Keck, treasurer; R. W. McElroy marshal; J.G. Stewart, street commissioner; B. P. Baldwin, assessor;
Trustees: Robert Dawson (filled vacancy when James Dawson failed to qualify)

March 5, 1866, the following were elected to the respective offices: Norman Everson, mayor; J. J. Higgins, recorder; Joseph Keck, treasurer; B. P. Baldwin, assessor; G.W. Morehouse, street commissioner; R. W. McElroy, marshal

February 20, 1867, the town of Washington was changed to a city of the second class, under the name of the city of Washington.

October 21, 1867, G.G. Bennett resigned the office of city solicitor and Hiram Scofield was elected by the council to fill the vacancy

The following persons were appointed by Mayor Glasgow to the offices named to-wit: City physician, Dr. H. C. Hull; superintendent water works, St. Clair Lewis; fire chief, Claude C. Reister; sexton city cemetery, Lee McAvoy; street commissioner, J. M. Bickford; night marshal, J. S. Bidwell. No appointment was made for marshal, the present marshal to continue to act until such appointment is made.
It was moved with the proper second that W. M. Keeley be appointed city solicitor, which motion carried unanimously
It was then moved with proper second that J. S. McElhinney be appointed city clerk, which motion carried unanimously
