OLD AGE PENSION

BACKGROUND:

Between 1914 – 1934, states began passing Old Age Assistance laws to keep people out of over-crowded Poor Farms. In 1935, during the Great Depression, the Social Security Act, Title 1, Old Age Assistance (OAA) gave cash payments to poor elderly people, regardless of their work record. Old Age Assistance later became Social Security.

Iowa’s Old Age Assistance Law:
In 1934, the Iowa Legislature passed the Old Age Assistance Law under the Acts and Joint Resolutions passed at an Extraordinary Session of the State of Iowa, Chapter 19, (Senate File 42): An act to provide for the protection, welfare, and assistance of aged persons in need and resident in the state of Iowa, providing the method therefor, making an appropriation therefor, levying a tax, and prescribing penalties for the violation of the provisions of this act.
