    Judge FRANCIS SPRINGER came to Iowa from his native state (Maine) in December, 1838, and settled in this county. In 1840 he was elected a member of the Legislative Council of the territory, from the district composed of the counties of Louisa and Washington, and the country west, for a term of two year. He was reelected to the same office in 1842 for a like term. In December of this year he formed a life partnership with a daughter of Hon. John M. Colman, of Iowa City.

    In 1846, after the adoption of the State Constitution, he was elected a member of the State Senate for a term of four years. In 1851 he was appointed, by President Fillmore, Registrar of the United States Land Office, at Fairfield, which he held for about two year, and then returned to this county, where in 1854 he was elected to the office of prosecuting attorney, and in 1855 to that of county judge. In 1850 he was elected a member of the Constitutional Convention, which convened at Iowa City in January, 1857; and he was by that body elected its president.

    He was three times in succession elected to the office of Judge of the District court of the First Judicial District of Iowa, each for a term of four years, namely; in 1858, 1862, and in 1866. He resigned this office in November, 1869, and received the appointment, from President Grant, of collector of internal revenue, as successor of General Belknap, which office he is still holding at this date.
