patients transferred from other institutions.
LEGISLATION RECOMMENDED.
The board recommends the establishment of an epileptic colony;
the establishment of men and women reformatories; that an
institution for the exclusive treatment of inebriates be
established; that escape of patients be punished; that it be made
a penal offense to furnish liquor to paroled inebriates, except
on physician's prescription; that the minimum term of confinement
be six months, and that all patients be required to perform
labor. The board also asks further power over county insane
hospitals. The work of the state schools is commented on at
length and commended.
