Mr Hull, from the Committee on Military Affairs, submitted the following ADVERSE REPORT (To accompany H. R. 8741) The Committee on Military Affairs, to whom was referred the bill (H. R. 8741) for the relief of Charles J Werner, having considered the same, respectfully report: The committee has examined the evidence presented with this case, and on the showing made does not consider the claimant entitled to the relief asked for under the provisions of this bill. The report of the War Department on this case is printed herewith as a part of this report. The committee recommend that the bill do not pass. War Department, Washington City, March 11, 1892 Sir: Referring to the application of Charles Werner for recognition as a member of Company -, Thirty-eighth Regiment, Iowa Infantry, I am directed to inform you that this name has not been found on the rolls of said company and regiment, and in the absence of record evidence of enlistment, muster-in, or service, he can not be regarded by this Department as having been in the service of the United States.
