Mr. Brick, from the Committee on Military Affairs, submitted the following
ADVERSE REPORT
(To accompany H. R. 9268)
The Committee on Military Affairs, to whom was referred the (H R 9268) entitled "A bill granting an honorable discharge to William H. Sutliff," report the same back to the House with the recommendation that is do not pass and that it lie upon the table.
William H. Sutliff was enrolled on May 24, 1861, as a corporal in Company C of the Second Iowa Volunteers to serve three years, and on August 8, 1861, he war reduced to the ranks. He is shown to be present, however, until April 6, 1862, when he was wounded at Pittsburg Landing, Tenn. He rejoined his company on June 25, 1862, and was present for duty until October 9, 1862, when he is reported to have deserted. The records further show that on January 5, 1864, he reenlisted under the name of William Harris as a private in Company G of the Twelfth Illinois Cavalry to serve three years. He is reported to have deserted from this Company at Vicksburg June 22, 1865. Quite a number of affidavits have been filed with the War Department and with your committee bearing on this case, but the committee do not consider that the case is one of sufficient merit to warrant Congressional action. |
