Mr Boyd, from the Committee on Invalid Pensions, submitted the following REPORT (To accompany bill H. R. 9811) The Committee on Invalid Pensions, to whom was referred the bill (H. R. 9811) granting an increase of pension to Daniel H Sumner, submit the following report: An increase of pension from $12 to $50 per month is sought in the bill. The Pension Bureau files show that the soldier named in the bill is now 66 years of age, served as a private in Company C, Thirty-sixth Iowa Infantry, from August 20, 1862, to August 24, 1865, was formerly pensioned under the act of June 27, 1890, at $6 per month, on account of disease of rectum, and is now pensioned under the act of February 6, 1907, at $12 per month. When last medically examined, six years ago, the board of surgeons rated him $6 for scurvy, $12 for diarrhea, disease of rectum, and indigestion, and $2 for rheumatism. It appears from proof filed with the committee that the soldier was stricken with paralysis February 9, 1907, and has been in a helpless condition ever since, requiring the aid and attendance of another person; that he is not possessed of any property, and has no means of support aside from his pension. There are numerous precedents for increasing the pension of helpless and destitute veterans of the civil war, and the facts above cited bring this case within the line of such precedents. The passage of the bill is therefore recommended when amended as follows: In line “8” strike out the word “fifty” and insert in lieu thereof the word “thirty.” |
