referred the
bill (S. 1011) for the relief of Thomas Seely, having considered the
same, report as follows: The bill provides that the Secretary of the Treasury shall pay to Thomas Seely $481.50 for expenses alleged to have been incurred and money expended by him in recruiting for Company C, Fourth Iowa Volunteers, in May, June, and July, 1861. The Secretary of War, to whom it was referred, reports that the records of his office afford no information whatever upon this claim. In cases similar to this, this committee has acted on the idea that the Government should not deal with individuals as to such claims but with the States which furnished the troops recruited, and no reason appears why an exception should be made in the case. Your committee therefore recommend that the bill be indefinitely postponed. |
