Mr Hurlbut, from the Committee on Military Affairs, submitted the following

REPORT

(To accompany bill H. R. 2093)

The Committee on Military Affairs, to whom was referred the bill (H. R. 2093) for the relief of William H Needham, late second lieutenant Twenty-second Iowa Infantry Volunteers, beg leave to report:

That they have examined the same and find from the records and other evidence that Lieutenant Needham was commissioned and entered upon duty as second lieutenant of Company D, Twenty-second Iowa Volunteer Infantry, on the 5th day of June, 1863, having been then discharged to receive promotion, and served as such officer to the 11th of November, 1863, before he was mustered.  That such failure to muster was no his fault.  The committee, therefore, recommend the passage of the bill.
