Mr Gunckel, from the Committee on Military Affairs, submitted the following

REPORT

(To accompany bill H. R. 1299)

The Committee on Military Affairs, to whom was referred the bill (H. R. 11299) to correct an error in the date of enlistment, &c., of John H Franklin, have had the same under consideration, and now beg leave to report:


That is appears by the muster-rolls now on file in the War Department, that John H Franklin was enlisted in Company K, Seventh Regiment Iowa Volunteer Infantry, on the 24th day of July, 1861.  Said Franklin claims that he was enlisted on the 11th of July, thirteen days before, but not mustered in until the 24th of July, and now asks that the muster-rolls be so altered as to make it appear that he was enlisted on the said 11th day of July, and to substantiate said facts, produces his own affidavit and that of one other witness.  The committee are of the opinion that it would be unwise and dangerous to permit, at this late day, the records to be altered by special legislation, as it would open the door to thousands of similar cases, and in the way of bounties, &c., call for the appropriation of tens of thousands of dollars.  Relief should be granted, if at all, to all similar cases, by a general bill.

The committee therefore recomment that the bill do not pass.
