Red Oak Grove was first settled by 22-year-old Washington Rigby in October 1836, after he found the three necessities of a pioneer home: wood, water and rich earth. The area was, at the time, part of the Blackhawk Purchase, Dubuque County, Wisconsin Territory. The name of the Red Oak Post Office was changed to Shilo in 1871. It should be noted that many of the early settlers of Red Oak Grove were Scots. Other names are mentioned in this chapter, but not as early settlers.
