The Rev. Monsignor Arthur A. Halbach, 97, a retired priest of the Archdiocese of Dubuque, 3485 Windsor Ave., died Thursday, July 15, 1999, at Stonehill Care Center. Services will be at 10:30 a.m. Monday at St. Raphael's Cathedral, with Archbishop Jerome Hanus, OSB, officiating. Entombment will be in Resurrection Garden Mausoleum at Mount Calvary Cemetery. Friends may call from 2 to 4:30 and 7 to 8 p.m. today at the church, where there will be a rosary at 4 p.m. and a wake service at 7 p.m. The Hoffmann-Schneider Funeral Home, 1640 Main St., is in charge of arrangements.

He was born on Sept. 8, 1901, in Stacyville, Iowa, son of Peter and Mary (Brumm) Halbach. He graduated from Loras College and received his theological training at Sulpician Seminary at the Catholic University in Washington, D.C. He was ordained on May 21, 1932, by Archbishop Francis J.L. Beckman. His first assignment was as an associate pastor at St. Francis Xavier Parish, Dyersville, 1932-38. He taught at the former Columbia Academy, 1938-41. He began graduate studies in 1941, at Fordham University, New York, and the Catholic University, Washington, D.C. He taught at Loras College, 1946-50, upon completion of his doctorate. He served as head of the archdiocesan school system from 1950-53. He returned to Loras College for one year, 1953-54. He served as pastor of St. Thomas Aquinas Parish, Webster City, 1954-66; St. John Parish, Delhi, Iowa, 1966, until his retirement in 1976.

He was appointed dean of the Eagle Grove Deanery in 1965. He was named a monsignor in 1952. He served as Clarke College chaplain in 1947; director of cemeteries, 1950-53; and spiritual director of the ACCW, 1950-53. He also served as archdiocesan director of the Apostleship of Prayer and director of the Confraternity of Christian Doctrine, both until 1953.

Surviving are a brother, John (Rose) Halbach, of Cedar Falls, Iowa; and a sister, Agnes Buch, of Elgin, Ill.
