Adoption or Guardianship 1868-1870

I am looking for information regarding the adoption or guardianship of CORA BELL WILLIAMS, the dau of Napoleon B & Sarah J Williams. Believe Cora Bell was born circa 1866 in or near Wayne County. It is believed she was probably raised by Dr.Burris S & Mary E (Fletcher) Everett.

The 1870 Wayne CO Census (Allerton IA) shows a dau Cora age 3yrs. Then on the 1880 Wayne Co Census(Allerton IA) it shows Cora, 13 yrs, living with Burris and Mary Everett, and shows her relationship as 'ward'. I believe Dr & Mrs Everett were a prominent family in the area and there may be some mention of this daughter other places. I need to confirm that this 'Cora' was indeed the daughter of Napoleon and Sarah J Williams.

Napoleon & Sarah Williams' other children were Amanda J (married Jesse Lint in Jasper Co), James Edward(married Margaret J McGill & lived in Wayne County), Emaline, Charles Abraham and Helen Josephine (married Burton G Sewell in Jasper County).

If anyone could help me out in confirming that Cora Bell Williams was either raised or adopted by the Everett family, I would be most grateful.
