The following response to your query was posted on the Wapello County discussion list.
To Craig Nelson,
On a lark, I did a census search for your Cagle Bell family in 1900 and 1910 and then back to the 1880 census.
In 1900 he was Indexed as COYLE JULL on page 16 of the Adair Co, Benton Twp, MO census.
Cogle (is what it more looked like and the last name is really messed up.
Cogle b June 1865 age 35 m 9 years MO MO MO
Stella b June 1870 30 four children/four living MO MO MO
Jessie Oct 1892 8 Mo MO MO
Sam b May 1893 7 MO MO MO
Willie b March 1895 MO MO MO
Allie b Jan 1898 2 MO MO MOcompared to other census data....it's unlikely that the places of birth for Cogle and Stella are correct....and Jessie too)
There are other Bells in Adair Co, Clay township...one a Thomas T Bell who in 1910 and 1920 was Thomas D. Bell...ages 64, 73 and 83 respectively in 1900, 1910 and 1920....born in Ohio. I suspect he is the father of Cogle/Coyle.
There is also a Lee Bell in Adair Co, Clay in 1910....who also had a son Cagle /Cogle and among other kids, a son Allen. Also..there is a Thomas Bell .....both he and Lee were born in Ohio. Obviously they were related to your Coyle/Cagle/Cogle/Cole B (see 1910) Some of these people may be there in 1900 and 1920...but I didn't look.
1910 Cogle is listed as Cole B. Bell in Adair Co, Liberty MO page 110

These people aren't related to me...just looking them up for you.
