Craig,

There is a Samuel M. Bell who married in Wapello county in 1918, however, it is difficult to tell if he is your Samuel Bell. Bell is a fairly common surname in Wapello and the surrounding counties - especially Mahaska county. There are at least 15 Bell family members listed in the Wapello county WPA records.

Any additional information you can provide about Samuel and/or his spouse that would allow us to narrow things down would be helpful.
