From what I could locate for you, it looks likely that Edward Carter is really Edward Manwiller, the son of Cora and her first husband. In the 1940 census he is listed as Edward Carter, age 12.

However his birth record is Edward Arthur Manwiller, born 11 May 1927 in Marshalltown, Marshall, Iowa, to Martin Harvey Manwiller and Cora Francis Culp.

His Social Security application lists both names that he used:
Edward Arthur Carter
[Edward Arthur Manwiller]
SSN: 472247539
Gender: Male
Race: White
Birth Date: 11 May 1927
Birth Place: Marshalltown, Iowa
Death Date: 30 May 2001
Father: Martin H Manwiller
Mother: Cora F Culp
Type of Claim: Original SSN.
Notes: Jul 1943: Name listed as EDWARD ARTHUR CARTER; Aug 1943: Name listed as EDWARD ARTHUR MANWILLER; 06 Jun 2001: Name listed as EDWARD A MANWILLER

Here is his obituary:
