Tama County Home

Can anyone tell me more about the Tama County Home? Was it a poor farm, or a mental/health facility? I have been told Albert Spear b. abt. 1864 is buried in the County Cemetery but do not know what year he died or the circumstances of his being at the County Home. Any information is appreciated! Thank you!
