Per the Social Security Death Index, they list two Ralph Speers as having had their numbers issued in IA and their last benefit checks sent to Iowa:

Ralph Speer, born 10 Nov 1916; died Jan 1979; Des Moines, Polk Co,IA
Ralph E. Speer, born 3 Aug 1931 (too young to have been in the war)

There are several others named Ralph Speer from other states, who qualify based on birth date. I leave it to the reader to determine the correct one.
