John was born May 16, 1921, near Maxwell, the son of Clyde and Mary (Cooper) Oxley. He was active in community affairs, serving on the Board of Directors of the Collins Exchange Bank and the Bondurant Farmers Coop. He also belonged to the Peoria Cemetery Association, Elks Club and Odd Fellows Lodge.
