Franklin Lazane Black, 78, of Port Byron, IL passed away Friday, December 3, 2021 at the Clarissa Cook Hospice House Bettendorf, IA. Graveside services will be 10:30am Friday, December 10, 2021 at the National Cemetery, Rock Island, IL. Family & friends are asked to meet at the Runge Mortuary at 10am on Friday to process to the cemetery. Memorials may be made to Vietnam Veterans of America Chapter 299 or your favorite Veteran’s organization. Online condolences may be shared at www.rungemortuary.com. Frank was born September 20, 1943 in Jacksonville, FL. To Garland & Dorothy (Branch) Black. He was a veteran of the US Army having served two tours of duty in Vietnam. Until his retirement in 2002, Frank had been a Civilian Tank Instructor at the Rock Island Arsenal for 18 years, specializing in the M1A1 Abrams tank. Frank loved painting in his studio and teaching others. He was a painting and computer language instructor at Black Hawk College and a Computer language instructor at the Rock Island Arsenal. Along with his painting, he enjoyed hunting, fishing, and camping. Being from Jacksonville, Frank was an avid Jacksonville Jaguar fan. Survivors include his life partner Gale Hart, Port Byron, IL; Daughter Silvia Black, Davenport; Son Lazane “Joe” Black, Davenport; Step son Jeb (Danika) Hart, Madison, TN; 4 grandchildren Justin, Joshua, Wren, & Danykah; 2 great grandchildren; brother Benjamin Black, Jacksonville, FL; sister Sheila (Jerry) Edwards, Jacksonville, FL; Sister in law Elizabeth Black, Jacksonville, FL; and nieces & nephews. Frank was preceded in death by his parents and a brother David Black.
