CLIPPER

Ringgold County, Iowa

In an attempt to provide a more convenient method of delivering mail to the early settlers of Ringgold County, Iowa, than relying upon the stage coaches, two Star Routes were established. One route ran from Grant City, Missouri, to Mount Ayr, Iowa. The second route ran from Bedford, Iowa, through Blockton and on to the "Old Redding" town site. On June 25, 1874, a Star Route ran from Redding to a few miles southeast of the town was established. This newly established post office was called Clipper with Benjamin HIGGINS appointed as the first postmaster.

Harvey WAUGH, previous 1st Lieutenant of Company C, 3rd Battalion of the Southern Iowa Border Brigade during the Civil War, was appointed postmaster at Clipper on January 18, 1875. He was paid a compensation of $6.80 for the fiscal year of 1875. Harvey WAUGH held this position until May 15, 1888, when the post office was discontinued and the mail sent to the newly founded town of "New Redding," present-day Redding.

Harvey's grandson, Clifton WAUGH, bought the farm and continued to reside there as of 1982.
