Lee was born November 10, 1941 in Hartley, Iowa, the son of Daniel and Frances (Maughan) Kramme. He grew up in Hartley and went to school from K-11 in Hartley, and graduated from Sheldon, Iowa High School in 1960, after his family moved there prior to his senior year.

After graduation, Lee worked with his uncle and cousins in road construction. In 1963, he was drafted into the United States Army. He did his basic training in Ft. Leonard Wood, Missouri. Lee was then sent to Vietnam to serve in the Army Engineers. Lee was honorably discharged in 1965, but remained in the army reserves and was later called upon to serve in the Mojave Desert. As a civilian, he went on to help build many interstate highways and the Alaskan pipeline.

Leland and Connie Althoff were united into marriage June 19, 1974. They bought an acreage in Woodbine, Iowa, and lived there until 1978. The family then moved to Stanwood, Washington, where Lee continued to work in the excavation business. Lee loved the hunting and fishing that Washington had to offer. He also enjoyed training hunting dogs. He also liked fabricating with metal and wood building many projects from scratch.

After retiring he moved to Onawa, Iowa, where he enjoyed taking his dogs on sunset runs, driving his Geo Tracker on the country roads in the Loess Hills, catfishing in the Missouri river, and building things in his shop.
