According to his mother's (Mary Eva (Miller Owen)) obituary, his father was R. F. Greene, but the obit and World War I Draft registration is using last name Miller (his mothers maiden name).

The Osage City Cemetery listing on IaGenWeb shows:

MILLER, ROY W. (death/burial date) 26 OCT 1931 (burial location) 0925 5 (page) 56

COMMENTS:
** The #1 obituary says he was 66 when he died in 1931. If true, he would have been born about 1865, but his mother (See her obituary -- Mary Eva Owen) was born in 1852, and probably would have been too young to give birth to a child in 1865. Therefore it is more plausible to go with the 1900 census and presume he was born in November 1874, dying at age 56. -- K.K.
