Biography reproduced from page 433 of Volume II of the History of Kossuth County written by Benjamin F. Reed and published in 1913:
C. E. Paine, county engineer of Kossuth county, was born in Algona, Iowa, on the 10th of December, 1882, a son of Dennison and Sarah S. (Stockwell) Paine.
C. E. Paine was a pupil in the public schools at Burt, and after attending the high school matriculated in Ames Agricultural College, from which he was graduated with the class of 1907. After completing his college course he was elected county engineer for Kossuth county and he is still occupying that position. He is also engaged in the automobile business as a repairer and salesman for the Mitchell, Hudson, Reo and Kissel cars. He also conducts a livery in connection with his automobile business. He is proving himself to be eminently a man of business sense and easily avoids the mistakes and disasters that come to those who, though possessing remarkable facilities in some respects, are liable to erratic movements that result in unwarranted risk or failure. His well planned enterprise, his judgment and even placed energy generally carry him forward to the goal of success.
In 1911 Mr. Paine was married to Miss Anne Rausch, who is also a native of Algona. Mr. Paine is a member of the Beta Theta Pi fraternity and the Knights of Pythias lodge. He exercises his right of franchise in support of the republican party and both he and his wife are members of the Congregational church. Those who meet him in business life recognize him a forceful man of great ability, whose strength of character lies in his determination, energy and thorough reliability.
