PETTY THIEVES. On Monday night another of those miserable scoundrels went into W. K. ALEXANDER's Justice's office and shoe shop, threw his docket and court papers out of the window and around on the floor, and carried off a pair of boots. There ought to be a way devised to catch these thieving scoundrels.
