BERNARD, Iowa - William Bernard "Bill" Cannon, 85, of Davis, Calif., formerly of Austin, Texas, and Bernard, died peacefully on Saturday, July 1, 2006, in Davis.

Services will be at 11 a.m. Monday at St. Patrick's Catholic Church, Garryowen, rural Bernard, with the Rev. Daniel Krapfl officiating. Burial will be in the church cemetery. He will be buried alongside other members of the Cannon family and beside his wife, Jeanne, who died on Aug. 16, 2005. Friends may call from 9 to 10:30 a.m. Monday at Leonard Funeral Home & Crematory, 2595 Rockdale Road, Dubuque.

He was born on Nov. 10, 1920, in Cascade, eldest child of Charles B. and Irma Cannon. William spent his early years in St. Paul, Minn., and Dubuque.

William had an illustrious career as a federal civil servant under the Kennedy and Johnson administrations, where he served in the War of Poverty and other Great Society programs. In 1967, he was appointed a vice president at the University of Chicago, his alma mater. In 1974, he was hired away by the Lyndon Baines Johnson School of Public Affairs at the University of Texas in Austin, to become the school's dean and professor of Public Affairs. He returned after several years to the University of Chicago to become vice president of Finance and professor of Social Welfare Policy in the School of Social Services Administration.

He and his wife retired to Austin, where they remained until her death in 2005. He then moved to Davis, to be near his daughter.

Surviving are a daughter, Julia; three sons, Dominic, William and Robert; five grandchildren; and a sister, Mary O'Leary, of Toledo, Ohio.
