Russell Robert Farrell is a native of Bellevue, where he was born on the 3rd of August, 1860. He received his higher education at the Northern Indiana Normal school and the Collegiate Institute of Valparaiso, Indiana, and has been practicing law continuously since his admission to the bar in 1884.

Mr. Farrell has gained substantial professional recognition, and has been signally honored with public confidence, having served as mayor of Bellevue, as a member of the board of supervisors of Jackson county(for nearly eight years) and in other minor offices.
