Publishers' Announcement
Owing solely to the United States postal laws governing the mailing and handling of second class mail matter, the twice a-week publication of the Plain Dealer will be continued with the month of January.
On February 1st, free carrier service will be commenced in Cresco, and the postal laws practically prohibit the delivering of newspapers other than weeklies by providing that all papers mailed for local delivery shall be subject to postage at the rate of one cent per copy, and it is manifestly impossible to pay 104 cents per year postage on each year’s subscription.
The publishers of the city were apprised of the new regulation and to make sure of the matter Postmaster Burgess wrote the department concerning it and recieved the following reply:
“You have doubtless before this received the communication addressed you by this office on Nov. 18th, in which the various postage rates applicable are set forth. As you will see from that copies of semi-weekly newspapers mailed for local delivery by city letter carriers will be subject to postage at the rate of one cent each, prepaid by stamps affixed.”Source: Twice-A-Week Plain Dealer Jan. 31, 1913, P-FP, C-4
The Cresco Plain Dealer. As has been previously announced, owing to the practical prohibition by the post office, department of a semi-weekly publication by postage charges in cities the size of Cresco where city carrier service is maintained, our publication of a semi-weekly ceases with this issue, and our weekly publication will commence on Friday of next week.
Our correspondents and advertisers will please make note of this change and have their copy at this office not later than Wednesday evening. The new series will be a six-column, 8 page paper, but at first will not be arranged and sent out just as we propose to have it done within a short time as is necessary for us to send our folding machine to the factory to get changes made to enable us to fold and trim the new size.
Our readers will have just as much news and reading matter in the future as in the past, but will be obliged to content them-selves with getting it “all in a bunch" weekly instead of in semi-weekly installments
