Douglas Lee Stiner was born March 16, 1941, in Iowa Falls, Iowa, the son of Maurice Joseph and Mildred Mae [Orris] Stiner. His childhood in Iowa Falls was centered around his family, his cousin next door and the Iowa River. He attended Iowa Falls Schools, graduating in 1959. He joined the United States Navy on August 3, 1959 as a submariner; hoping to be a SeaBees, but his science skills were so good he was trained for electronics and communications, serving on the UUS Crevalle, USS Trigone, and USS Conger. He was discharged on July 7, 1963. He told stories of volunteering to jump into the North Atlantic Ocean to retrieve dummy torpedoes and bring them back to the Sub (putting his youthful Iowa River exploits to good use). He later joined the 133rd Infantry of the Iowa National Guard unit in Iowa Falls for a short time. He was united in marriage to Anne J. Hepworth on October 5, 1963 at St. Vincent DePaul Church, Bradford, Rhode Island. In 1967 Doug brought Anne on a visit to Iowa Falls and they decided to make it their home. Anne passed away on April 16, 1993. On July 27, 1996, he was united in marriage to Cynthia Silvest Richtsmeier. During his life he worked for Iowa Falls Sewing Machine Company, after that he went to work for Welden Radio Systems where he later purchased the business; which became Stiner Radio Systems and Stiner Locksmith (for many years part-time and later expanding the locksmithing into a fulltime business. He was also a former Jaycees, and a former Captain of the Scenic City Empress, a charter member of the Scenic City Cruisers and actively planned and worked at over 10 years of the Labor Day Car Show. Even with all his service to everyone in the community his biggest gift was his 40 plus years with the North Hardin County Emergency Squad, including being their Chief for over 10 years, many times being the first one responding to the shed and never missing traffic control during the July 4th Riverbend Rallies.

He was preceded in death by his parents Mildred and Maurice Stiner, and his first wife Anne J. Stiner. He is survived by his wife: Cyndy Stiner of Iowa Falls, Iowa; 3 brothers: Magnus (Nancy) Stiner of Iowa Falls, Donn (Deloris) Stiner of Zion, Illinois, and Joe (Sue Lynn) Stiner of Sun City West, Arizona; 3 step-children: Suzy Emblen-Richtsmeier of Sanna Rosa, California, Lee (Dani) Richtsmeier of Iowa Falls, and Lane (Kristy) Richtsmeier of Alden; 3 step-grandchildren: Seth, Cole, and Sami; and his mother-in-law Arlene Willms of Iowa Falls.
